Experience & Past Performance
T&W Operations, LLC has provided support to the robotics community since 2006 initially
on a direct award contract. This effort is ongoing and includes helpdesk and network
support of the RSJPO and NAVEODTECHDIV headquarters and the maintenance facilities
it operates world-wide, including four in Iraq and one in Afghanistan. The support
provided includes Systems and Network Engineering, Information Assurance, Configuration
Control, Logistics Management, Database Development and Management, and IUID/RFID
Integration per the DoD Mandate in order to provide Serialized Item Management and
Total Asset Visibility. T&W developed and managed the Microsoft SQL database that
was the backbone for the entire system and web enabled the process to support multiple
locations all over the globe.
Our Robotics Team was responsible for the integration of IUID into the JRRF’s maintenance
and inventory management processes. Their expertise allowed for the JRRF to go from
concept to full implementation in less than six months. They were recognized, as
part of the JRRF team, with the first UID/eBusiness Forums IUID Team Excellence
Award in 2008. Additionally, the JRRF was named as one of the DoD success stories
with regards to IUID implementation by the GAO largely due to the efforts of our
team.
The Robotic Systems Joint Project Office (RSJPO) is responsible for the maintenance
and supply of ground robotic systems throughout the services. RSJPO selected the
Catalog, Order and Logistic Tracking System (COLTS) as the supply chain management
system best suited for their Commercial Off–the-Shelf systems. Microsoft SQL was
the backbone interfacing with COLTS. The worldwide application of COLTS in all Joint
Robotic Repair Facilities (JRRF) require the establishment and maintenance of a
secure web-based network in order to track repair parts, maintenance actions and
training for all ground robotic systems. Additionally, the RSJPO has a requirement
to expand its use of COLTS, increase license and applications, and increase the
number of projects and users on the system Specific requirements including:
- Providing Technical Support for COLTS and database development in accordance with
the negotiated license and the annual maintenance agreements.
- Installation and training for all required system modifications, enhancements and
changes as well as updates to documentation and testing.
- Telephone Help Desk during normal working hours.
- Responsible for validating and implementing the IUID processes to ensure that all
items requiring an IUID are marked.
- Act as an interface between the IUID Registry in order to ensure that any process
updates to the policy are applied in a timely manner.
- Design, develop and deploy new database reports for COLTS.
- Providing programmatic support to track monthly billing and account for hardware
and software.
- Providing IT support services as required, including:
- Maintain a test and development system as directed
- Establish and provide system backup procedures
- Provide IT assistance to install all system patches, updates and security alerts
- Monitor client access and tune the system to accommodate additional users
- Provide IT support to RS JPO COLTS users as required
- Adding or updating hardware or software as directed
This effort was a performance based service acquisition contract to provide management,
engineering, technical, and documentation support services to upgrade the Catalog,
Order and Logistic Tracking System (COLTS) at NAVEODTECHDIV, Indianhead, MD. Technical
engineering expertise was required for the analysis and planning for the system
upgrade. Configuration management support was required to include identifying, documenting,
prioritizing, and determining approaches for design, implementation, ILS support,
and use of AIT. A System Evaluation and Technical Trade Study Support was required
to analyze existing automation infrastructure at directed locations and their ability
to support the overall AIT implementation effort, assess the system shortcomings,
identify enhancements, analyzing data resulting from meeting AIT requirements/interfaces
and its impacts on current processes. Engineering support for design and development
of devices including Unique Identification (UID) data matrix, direct part marking,
Radio Frequency Identification (RFID), and contact memory buttons applied to Government
specified components was also required. T&W was required to provide software sustainment
support to IAW Government requirements and newly developed modules. Support included
the necessary testing, compiling and configuration control, user manuals and training
for the software package once AIT interfaces were developed. Once the design was
completed Field Installation Support was provided for the integration of Government
systems with other Government and Commercial off the Shelf (COTS) systems. Finally
the project included technical support including on call support to perform troubleshooting,
checkout, repair and testing.
T&W Operations provides support to the MDA/GMT Test Information Systems Program
Manager in the development, implementation, and management of the Information Assurance
(IA) Program and activities in support of GMT, including:
- Performing IA assessments, analyses, and compliance verification/validation of assets
at all site locations.
- Participating in IA working groups, controls validation testing, studies, analyses,
assessments, and planning activities conducted by the GMD to ensure compliance with
approved DoD and MDA IA policies and procedures.
- Coordinating with appropriate MDA Designated Approval Authority (DAA) representatives
to facilitate changes to existing and/or new IA accreditation activities for the
applicable GMT systems.
- Preparing, reviewing and coordinating IA accreditation documentation applicable
to the existing or new configurations with GMT and support personnel.
- Identifying and disseminating IA related training that will benefit the support
team and that will allow for certified personnel to retain active certifications
required under DoD and MDA IA policies.
- Perform remote site security assessments and IA controls testing at applicable locations
where GMT assets are located.
The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS)
Office of State Systems (SSO) contracted Paradigm Technologies to research and provide
recommendations on the transferal process of federal funded state information systems
which are utilized to administer assistance programs such as the Supplemental Nutrition
Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women,
Infants, and Children (WIC). Paradigm sub contracted T&W Operations to assist in the
collection of research, provide consultation services in regards to specific topics,
and assist in the vetting and editorial process of resulting produced materials.
The transferal process has two main topics which must be addressed. First the technological
compatibility of the system in place in the donor state as compared to existing
infrastructure of the recipient state and the ability to transfer. Second the legal
implications of ownership and the right to transfer in relation to copyright and
licensing laws. T&W Operations provided technical and legal guidance during the
investigation and interruption of these topics as they apply to the federal government.
